The Ministry of Education has ordered its regional, county, and sub-county officials to strictly enforce the legal time limits for school bus operations, warning that any breach will attract stiff penalties.

Principal Secretary for Basic Education, Dr. Julius Bitok, issued the directive while addressing participants at the 97th Kenya National Music Festivals in Meru. He cited the Traffic (Amendment) Act 2017, which restricts school transport to operating between 6:00 a.m. and 6:00 p.m., noting that some institutions were still ignoring the law and endangering students.

“This rule is not optional. Any school or person who disregards it will face legal consequences. The safety of learners is non-negotiable,” Dr. Bitok said, adding that the curfew was introduced to curb deadly road accidents involving school buses.

He confirmed that funds to cater for accommodation and transport for students participating in the ongoing festivals will be disbursed immediately, following discussions with the Sports Fund CEO.

Beyond the celebrations, Dr. Bitok revealed that the Ministry is working on a proposal to create an international platform where Kenya’s top student performers can showcase their skills globally, building on the annual State Gala.

“Our best talent should not stop at the national level. We want them to represent Kenya internationally, and this will form part of the President’s cultural legacy,” he noted.

The PS also issued a stern warning against exploitation of students during the festivals, stressing that any teacher or individual found engaging in such acts will face immediate action.

“This is a children’s event. Anyone attempting to take advantage of our students will be dealt with decisively,” he said.

Dr. Bitok further urged stakeholders to invest in monetizing performing arts talent, especially for learners from disadvantaged backgrounds.

“Our children have exceptional abilities. We must create systems that help them earn from their creativity while safeguarding their rights,” he emphasized.
